The Tool Kit is a product developed by the U.S. Department of Education as part of an initiative focused on improving teaching, learning, and assessing by increasing states’ capacity to provide rigorous assessment, instruction, and accountability for students with disabilities.

The Tool Kit is intended primarily for all those involved in educating students with disabilities—state personnel, local school districts, schools, and families.
